Domain name and web hosting from $7 per month from the hosting provider I use, IM or Email me for the link. Superb service.
As for design, it depends on what you want to do with the site and what you know about coding. If you know near to squat and you want the option of user input, get some CMS system like Drupal or Joomla.
Other Replys:You can surf for some service providers in India.
Some website hosting and designing companies have plans starting from US $ 100. Good luck.
Other Replys:For domain, don%26#039;t go for cheap, go with trustworthy. There are cheaper than GoDaddy and the other big players but you can get ripped if they go out of business or their customer service sucks.
I use GoDaddy because you can get coupon codes to make it really cheap and they are large enough to be reliabel. I have had several experiences with customer service and have been really happy.
http://www.webhostingunleashed.com/ has lots of user reviews of hosting and it is how I found my current hosting.
good luck
Other Replys:Use these domain hosters, cheap, fast and easy.

-Go Daddy
Other Replys:try google searc engine, or yahoo.
Other Replys:Look http://services.cybershimla.com and send a mail to their support staff. They will build your website with hosting $25 only.
Other Replys:I would buy the domain name at godaddy and a web hosting account at IXwebhosting.com then I would build my own web design as that is what I do best.
However if you wanted to get a reasonably priced professional designer I would have to ask what you call reasonable. In the USA most decent designers charge about 50 dollars an hour. and most auto mechanics charge about the same. The thing is most people have issues paying that much for their website.
It is not unusual for a company to charge 1000 dollars for a ten page website with a database and ecommerce.
Be aware of companies that charge far less as they may be purchasing your domain name under their name or not allowing you to modify your own site without other charges.
Another thing some companies do is they require you to host with them and will not give you the source code if you leave their hosting plans.
It may sound strange but if you are not listed as the full owner of a domain name then the person that is actually owns the copyright of anything posted under that name.

Other Replys:If you currently are a web subscriber, your current provider offers a homepage into which you can FTP your current webpage(s) [which can be authored/designed using Composer [an authoring tool which is free when using Netscape browser], NotePad, MSN Word, FrontPage, DreamWeaver, etc.] and use the homepage hosting services. In a sense, you are hosting a commercial webpage via the homepage link and incurring merely the monthly access of, say, AOL.com, etc. Nevertheless, should you want to link your current domain name to the homepage URL, you%26#039;ll need to use a third-party redirection service, i.e., mydomain.com [which is free] or simply direct your domain name registry, i.e., godaddy.com to forward your domain name [with masking] to the link it to your homepage URL. It%26#039;s that simple.
Good luck!
